I am David Cleary and I am running for Concord Township Council as an Independent candidate. I believe in providing cost-effective public services and prioritizing public safety for all residents.
Our local governments have the greatest impact on our lives, but we tend to know the least about what they are doing and how they are representing our best interests. We need people in local government who inspire residents to be informed and involved, and if and when we are not looking, have our best interests at heart.
I have been a resident of Concord Township, Pennsylvania for the last 25 years. I grew up in Bismarck, North Dakota, attended the Naval Academy and served for 9 years as a Naval Officer before settling in Pennsylvania after my military service. I have a variety of experience in the Concord Township community, as a Naval Officer, and as a professional engineer and project manager that provide a strong background for me to serve our community. I could use your vote on November 4th, 2025.


Carrying a large surplus of funds is not being a good steward of the taxpayer’s money and resources. As of December 31, 2024, the Concord Township balance sheet shows $30 million in “cash and investments” while the township annual operating budget was $4.3 million. Effectively, Concord Township could operate for 7 years at the current operating budget with no outside revenue inputs (e.g. collection of taxes, state or federal funds, etc.).

Establish the goals and objectives for a township to manage operations, growth, public safety and services, and developing for future needs. It provides a holistic view to ensure all needs are addressed.
The rapid growth of commercial businesses and population in Concord Township has resulted in a lot of challenges. Congested roadways, increased needs for public safety and services, limitations in recreational areas, other infrastructure needs, etc... Concord Township has not done a comprehensive plan in the last 25 years.
Municipalities use comprehensive plans as the tool to align critical needs with potential funding sources to ensure the important areas of concern are addressed in a timely manner.

The primary role of local government is public safety. The residents elect fellow citizens to oversee and direct government operations within financial budgetary constraints.
1. Police, fire and emergency services
2. Building and municipal code enforcement
3. Land use management and planning
4. Road and infrastructure planning, and maintenance management
5. Revenue and expense planning to fund government operations
The officials appointed and hired to run municipal operations (e.g. police chief, fire chief, township manager, township engineer, code enforcement, public works, etc...). Additionally, there are administrative staff support operations and administration of the local government (e.g. office staff, code enforcement staff, tax collector, solicitor, etc…)

Thank you to the men and women of the Navy that have faithfully served our Nation and the world for 250 years keeping us and those before us safe.
While many candidates base their campaigns on having lived in the same location all their lives, I lived for 13 years wherever the United States Navy asked me to live. Like President Kennedy I can say with pride and satisfaction, "I served in the United States Navy."
Those who serve our Nation are asked to live different locations and sometimes deploy to places around the world. That sacrifice and commitment does not come without hardship and strain on family and personal lives. Miss family and community opportunities that many take for granted are the part of the burden of serving in the Navy and the other branches of the military.
Take a moment on the 250th birthday of the United States Navy, to make a connection with Veterans in your community. Here are a couple suggested conversation starters you can use any time you are talking with a Veteran:
• Ask them which branch of the military they served in?
• When did they serve?
• Where were you stationed? For Navy Veterans, what ships did you serve on?
• What is their best memory of your service?
• Thank them for “serving”
